Jennifer Wheeler

Director of Victim Services

Jennifer Wheeler is a passionate mother and wife, who, after a successful career in the United States Army, has dedicated her life to serving people who have suffered tragedy and may need someone to advocate on their behalf.   Jennifer is a native Texan who developed her compassion for those in need while providing Humanitarian Relief while deployed as a Soldier during Operation Iraqi Freedom. 

Her military service provided first-hand experience with men and women that experienced trauma that some could only describe as horrific.  She has served as a Sexual Assault Advocate for the past 15 years through the Department of the Army and Department of Defense. 

After moving to East Texas she volunteered with various organizations as an advocate and has dedicated her time to receive credentialing to provide advocacy to victims of abuse and violence, human trafficking, stalking and fraud. Jennifer has been the catalyst and architect of the Hand Up Network Victim Services Division.  

The goal of our Victim Services Team is to ensure that no victim is left behind or alone and is supported through their medical, judicial, counseling, and mentoring journey necessary to establish their new normal and encourage a positive journey in life.

Currently pursuing a Masters Degree in Clinical Mental Health Counseling at the University of Texas at Tyler.
